The challenge

A detailed land cover reference for all of Europe.

CLC+ Backbone needed a wall-to-wall vector layer with 18 thematic classes and an 11-class raster land cover product at 10 m resolution, across many countries.

Both had to follow the EAGLE data model and be checked against Sentinel-2 and very high resolution satellite imagery. They are the main land cover input for European land monitoring and policy reporting.

What was done

Oikon worked as a subcontractor to GAF AG, for the European Environment Agency under the EU’s Copernicus programme. It covered seven countries and also validated training samples for Turkey.

  1. 1 Thematic classification of the Land Cover Raster and Landscape Object Vector products.
  2. 2 Collection of in-situ and ancillary data from state administrations.
  3. 3 Internal validation of raster and vector samples.

Methods used

Checking every class against the satellite record.

  • Sentinel-2 imagery
  • Very high resolution imagery
  • NDVI analysis
  • In-situ and ancillary data
  • Accuracy matrices
  • Blind and plausibility validation
  • Training sample validation
  • GIS and geodatabases

Oikon delivered thematic classification, in-situ data collection and internal validation for both CLC+ Backbone products across seven countries.

The products support current and future European land cover and land use monitoring and policy reporting, and form the basis for later CLC+ components.
